Track the workspace Cargo.lock

The workspace ships binaries (vtracer-cli, vtracer-bench, the desktop app
via CI), so a committed lockfile gives reproducible builds. Downstream
consumers of the vtracer library ignore this lock, so it does not pin them.
Nested crate lockfiles (nodejs, vtracer-py, webapp) stay ignored.
