Lock meta-openglow at the python3-gfhardware pin

The BSP layer at dd8f74c: python3-gfhardware pinned on the cloud
client's latch and feed changes (5ca279a), the same revision the
forgefirm-app recipes pin, and the layer's line endings normalized.
