Support compiling with MSYS2 tools in Windows

Browse Source 
Windows and MSYS2 need csc parameters to start with "-", not "/".
Now setup.exe can be compiled with the csc in MSYS2 mono package.
The EFI binaries can already be compiled with MSYS2 clang & lld.
